Their decisions cannot be changed or influenced by anyone else on or off the pitch, but quite the opposite happened during the 1982 World Cup.
The bizarre events ensued in a closely contested match between Kuwait and France. A whistle blew in the crowd, and the Kuwaitis stopped play, but France continued and scored. The then Kuwaiti Football Association (FA) president entered the pitch and demanded the referee disallow the goal, which he controversially did, creating a lot of chaos.
